Jennifer Piatt, J.D., (“Jen”) is a Research Scholar and faculty Co-Director of the Center for Public Health Law and Policy at the Sandra Day O’Connor College of Law, where she also teaches Health Law and Policy and Public Health Law and Ethics to JD, LLM, and undergraduate students.
After joining the Center in September 2020, Jen quickly developed expertise in several law and policy areas, including (1) reproductive health, (2) vaccination mandates and COVID-19 vaccination legal challenges, (3) health justice and equity, (4) emergency legal preparedness, (5) crisis standards of care (CSC), and (6) data privacy and security. Between July 2021 and July 2023, Jen also operated as the Deputy Director of the Western Region for the Network of Public Health Law, providing legal technical assistance to state, tribal, local, and territorial audiences across the country.
Jen is ranked above the top 2% of all downloaded authors internationally in the Social Science Research Network (SSRN). She has co-authored 2 textbook chapters on public health emergency law, and authored or co-authored over 50 articles, guidance documents, and other publications addressing a variety of public health law and policy issues, including vaccinations, COVID-19 emergency response powers, CSC, constitutional rights, and reproductive health freedoms and access. Her premier publications include articles published in the American Journal of Public Health, Journal of the American Medical Association: Health Forum, The Lancet’s eClinical Medicine, Journal of Law, Medicine & Ethics, Harvard Law’s Bill of Health, and multiple law reviews.
