Alexandra Hess

Alexandra Hess (she/her) is the Legal Training Manager for the Policy Surveillance Program. She is responsible for facilitating the Center’s efforts to provide teaching, training, and technical assistance related to legal epidemiology and policy surveillance. She has also worked on policy surveillance projects related to abortion, school discipline, and preemption.

Prior to joining the Policy Surveillance Program, Alex worked on the Healthy People 2020 Law and Health Policy Project, contributing to the development of reports that identify opportunities to achieve the nation’s public health objectives through law and policy. During law school, she was a legal researcher with the Center for Public Health Law and Policy, where she co-authored articles on public health preemption and the opioid epidemic.

Alex earned her M.P.H. from Temple University in 2022. She earned her J.D. from the Sandra Day O’Connor College of Law at Arizona State University in 2018, receiving highest distinction in Pro Bono service. She earned her B.A. in Political Science from the University of New Mexico in 2015.
