Jean C. O’Connor, J.D., M.P.H., Dr.P.H., FACHE is the Director of the Health Sector at Econometrica Inc where she works with governments and organizations to improve the health of populations. She combines her expertise in public health policy and leadership, implementation science, consulting, teaching, research, and evaluation to develop and implement effective and sustainable solutions for complex health challenges for agencies like CDC, CMS, and AHRQ. Prior to joining Econometrica, she worked at other major consulting firms since 2018. Before that, she spent almost 20 years in state and federal public health practice, including at CDC and in senior executive roles in two state health departments and a Governor’s Office. Dr. O’Connor is also an associate professor at the University of Georgia and an adjunct professor at Emory University where she teaches and mentors students in public health policy and leadership. She is a member of the Bar in Georgia and Oregon, a Fellow in the American College of Healthcare Executives, and a Fulbright Specialist in Global Health and Law. She serves on several public health non-profit boards, including Heluna Health and the Georgia Council for Recovery. She is passionate about advancing public health practice and education and has received multiple honors and awards for her contributions. In 2022, she was named as an Emory Medalist for her outstanding service and impact in the field of public health. She earned her Doctor of Public Health from the University of North Carolina at Chapel Hill Executive and Juris Doctor, Master of Public Health, and Bachelor of Science in Human Biology from Emory University.
