Jessica Mantel, JD, MPP, is the Hunton Andrews Kurth Professor at the University of Houston Law Center and serves as Director of the Health Law & Policy Institute. She also holds a joint appointment with the Tilman J. Fertitta Family College of Medicine. A nationally recognized expert in healthcare finance and organization, her scholarship explores how legislation and regulatory schemes shape the financing and delivery of healthcare in the United States. Her work addresses topics such as obstacles to the successful implementation of alternative payment models and value-based care, cross-sector collaborations to address non-clinical determinants of health, and the Affordable Care Act. Before joining the UH Law Center faculty, she worked as a senior attorney in the Office of the General Counsel at the US Department of Health and Human Services, advising the Centers for Medicare and Medicaid Services on Medicare payment policy, prescription drug benefit implementation, electronic health record incentives, and health reform. She earned a JD and a master’s degree in public policy from the University of Michigan, and received her undergraduate degree in psychology from the University of Pennsylvania.
